Amends the Thriving Texas Families Program to explicitly define it as providing "life-affirming" pregnancy, adoption, and parenting support as an alternative to abortion

Creates a broad definition of "abortion services provider" that includes not only abortion providers but also anyone who provides abortion-related information, education, referrals, or facilitates travel for abortion services

Prohibits service providers in the program from having any legal relationship, shared employees, shared governing body members, or financial ties with abortion services providers or their affiliates

Requires all network contractors and service providers to annually certify in writing that they uphold the program's "life-affirming mission" and are not involved in activities contradicting the alternative-to-abortion objective

Bars governmental entities, hospitals, hospital districts, and organizations primarily functioning as medical or behavioral health providers from receiving program funding, with exceptions for organizations that contracted with the commission before September 1, 2023

Requires the commission to simplify grant processes for small service providers with annual revenue under $2 million; effective September 1, 2025
