Texas Higher Education Coordinating Board must conduct a study assessing the feasibility of revising performance tier funding requirements to include community college students who previously attended a four-year university before transferring back to a university

Study must evaluate types of postsecondary educational experience students have before enrolling in public junior colleges, including frequency of each type, services required, and measures of academic or workforce success

Coordinating Board must assess the fiscal impact to the state of expanding transfer student eligibility for performance-based funding under Section 130A.101(c)(2)(A)

Report with findings and legislative recommendations due to the legislature by December 1, 2026
