Allows volunteer deputy registrars to serve and register voters throughout Texas regardless of which county originally appointed them, expanding their authority beyond the single appointing county

Removes the county-specific language from the certificate of appointment, so deputies are no longer designated as serving only "for ____________ County"

Permits volunteer deputy registrars to distribute and receive voter registration applications in the form prescribed by the Secretary of State anywhere in the state, regardless of where the application was printed

Requires the Secretary of State to prescribe procedures to implement the statewide volunteer deputy registrar system

Clarifies that compensation for volunteer deputy registrars must be authorized by the commissioners court of any county providing such compensation, and the bill takes effect September 1, 2025
