Expands the types of baccalaureate degree programs public junior colleges can offer to include the field of education, in addition to existing applied science programs (with emphases in early childhood education, applied technology, or nursing)

Increases the maximum number of baccalaureate degree programs a public junior college may offer at any time from five to eight

Requires public junior colleges to demonstrate a workforce need for any proposed baccalaureate degree program to receive authorization from the Texas Higher Education Coordinating Board

Changes apply beginning with the 2025-2026 academic year

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
