Expands automatic recount triggers beyond tie votes to include elections where a candidate is defeated by 0.5% or less of votes cast, or a ballot measure is approved/defeated by 0.5% or less of votes cast

Establishes a new sampling-based recount procedure requiring review of 100% of electronic ballots, 5% of mail-in early voting ballots, 5% of early voting polling locations, and 5% of election day polling locations

Requires the designated authority to order a full recount if discrepancies of 0.5% or greater are found in any of the four ballot categories during the initial sampling

Directs the Secretary of State to adopt rules and procedures for implementing the automatic recount process

Takes effect September 1, 2025
