Prohibits state agencies from penalizing applicants who choose not to complete the standardized aptitude test, and requires the system to inform applicants that the test is optional

Authorizes the state auditor to adopt rules requiring agencies to accept the standardized aptitude test as an alternative to education or experience requirements for certain positions
