Authorizes health care provider participation districts originally created under Chapter 300A to continue operating under new Chapter 300C after their initial authority expires, allowing them to collect mandatory payments from nonpublic hospitals to fund the nonfederal share of Medicaid supplemental payment programs

Applies specifically to districts jointly created by counties with populations of 80,000-90,000 bordering the Trinity River, counties with populations of 45,000-55,000 bordering Oklahoma, or hospital districts in counties over 30,000 containing Jim Chapman Lake

Caps mandatory payments at 6% of aggregate net patient revenue from all paying hospitals in the district, with administrative expenses limited to $150,000 annually plus collateralization costs

Establishes governance structure requiring each participating local government to appoint board directors, with directors serving staggered two-year terms and receiving no compensation beyond expense reimbursement

Prohibits use of any funds from intergovernmental transfers to expand Medicaid eligibility under the Affordable Care Act, and allows dissolution only through concurrent identical orders from all participating local governments
