Amends Section 13.250 of the Texas Water Code to explicitly authorize water utilities to discontinue, reduce, or impair service as necessary to maintain adequate water supplies during drought conditions

Applies to certificate holders and facilities operators serving certified service areas, allowing drought-related service reductions without requiring a utility commission certificate stating convenience and necessity won't be adversely affected

Extends the same drought-related service reduction authority to retail public utilities, utilities, and water supply corporations that operate without a certificate of public convenience and necessity

Maintains existing provisions allowing service discontinuation for nonpayment of charges, nonpayment of sewer service, nonuse, and other similar reasons in the usual course of business

Takes effect September 1, 2025
