Amends Section 32.1021 of the Education Code to add a new exception allowing students with disabilities to use electronic devices or software applications that might otherwise be prohibited under TEA standards, when specified in their individualized education program (IEP) or Section 504 plan as a reasonable accommodation or assistive technology

Requires the TEA-adopted standards to continue existing protections including minimizing student data collection, requiring parental consent for software use, prohibiting mental health assessments without parental consent, and providing parents with cybersecurity and online safety resources

Maintains requirements for schools to consider social media restrictions on school-issued devices, use Internet filters that notify administrators and parents when students access concerning content (self-harm, suicide, violence, illicit drugs), and designate an officer to receive complaints about student device use

Schools must verify that no more secure alternative exists before using social media applications for educational purposes and ensure software operators comply with student data privacy requirements under Subchapter D

Takes effect beginning with the 2025-2026 school year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
