County voter registrars must automatically register eligible residents to vote upon issuance of their certificate of naturalization by U.S. Citizenship and Immigration Services (USCIS)

The Texas Department of Public Safety may establish a procedure with USCIS to receive notifications when Texas residents are issued naturalization certificates, then forward that information to the appropriate county registrar

If USCIS fails to notify DPS of a naturalization, the newly naturalized citizen may present their certificate directly to the county registrar, who must assist them in registering to vote

The Secretary of State may adopt rules to implement automatic voter registration for naturalized citizens

Effective date is September 1, 2025
