Requires the Texas Ethics Commission to establish and maintain a publicly accessible Texas Ethics Violations Registry on its website listing individuals and entities with finalized ethics violations

Individuals or entities are placed on the registry only after the Commission issues a fine and all appeal opportunities have been exhausted; removal occurs upon compliance with all penalties, fines, or corrective actions

Registry entries must include the violator's name, nature of the violation, date issued, and any actions taken by the Commission

Mandates that state licensing agencies (including TDLR, Texas Medical Board, State Bar of Texas, Texas Real Estate Commission, and others) verify applicants against the registry before issuing or renewing licenses

Licensing agencies must notify applicants of their registry status, delay license issuance/renewal pending resolution, and may deny applications or impose conditions until ethics violations are resolved; effective date is September 1, 2025
