Amends Section 501.052 of the Texas Transportation Code to expand restrictions on when a person may request a hearing regarding vehicle title refusal, rescission, cancellation, suspension, or revocation

Prohibits hearing requests for vehicles that are subject to pending litigation or court proceedings, vehicles where a court has awarded ownership or possession to another person, or vehicles held as evidence in a criminal investigation

Maintains existing prohibition on hearing requests related to salvage motor vehicle or nonrepairable motor vehicle titles

Requires county assessor-collectors to deny hearing applications submitted in violation of these restrictions and exempts them from sending notices or holding hearings in such cases

Takes effect September 1, 2025; passed Senate 30-0 on April 10, 2025, and House 95-33 on May 10, 2025
