Expands the Texas A&M University System Board of Regents' authority to improve and equip power plants (removing the previous limitation to "central" power plants only) and to construct, acquire, and improve steam plants and additions

Authorizes the board to construct, extend, and improve water and sewer systems for all institutions under its control, with board approval of costs, construction type, capacity, and specifications

Allows the board to provide water, sewer, steam, power, and electricity services to all buildings and facilities at each institution and to set charges for these services as part of maintenance and operation expenses

Grants new authority specifically for Brazos County to construct and acquire power plants and additions on university system property, and to acquire water and sewer systems on that property

Passed the Senate 31-0 on April 24, 2025 and the House 142-0 on April 30, 2025; takes effect immediately with two-thirds vote or September 1, 2025 otherwise
