Directs the state demographer to conduct a feasibility study on Texas conducting its own state census to more accurately determine resident population

Study must evaluate the costs, benefits, and challenges of implementing a state-run census

Study must identify policy areas where detailed demographic data could reduce state spending and appropriations

Requires the state census study to assume inclusion of a citizenship question asking whether each resident is a United States citizen

State demographer must submit a report on study findings to the legislature by July 1, 2026; the Act takes effect September 1, 2025 and expires September 1, 2026
