Establishes tiered grant amounts for rural constable offices based on county population: $75,000 per precinct for counties under 10,000 population, $100,000 per precinct for counties with 10,000-49,999 population, and $150,000 per precinct for counties with 50,000-300,000 population

Increases minimum annual salary requirements from $45,000 to $65,000 for constables and establishes a $45,000 minimum for deputy constables who make routine motor vehicle stops

Expands allowable uses of grant funds beyond salaries to include salary increases, hiring additional deputies or staff, and purchasing vehicles, firearms, and safety equipment for constable offices

Removes the previous requirement that counties contribute at least 75% of the money needed to meet minimum salary requirements as a condition for receiving grants

Takes effect immediately with a two-thirds legislative vote, otherwise September 1, 2025, applying to grants awarded during county fiscal years beginning on or after the effective date
