Allows voters requesting mail-in ballots based on absence from their county of residence to receive ballots at their registered voting address, registered mailing address, or an address outside the county, whereas current law requires the ballot be mailed to an address outside the county

Removes the requirement that applicants for absence-based mail voting must provide an address outside their county of residence on their ballot application

Updates early voting ballot application forms to reflect that voters claiming absence from county may indicate the date they can receive mail at the address listed on their application, rather than specifically at an out-of-county address

Modifies ballot acceptance criteria so that absence-based mail ballots are accepted if mailed to the voter's registered address, registered mailing address, or an out-of-county address, rather than requiring only an out-of-county address

Applies to elections ordered on or after the effective date; takes effect immediately with two-thirds legislative vote or September 1, 2025
