Requires state agencies to file proposed and emergency rules with both houses of the legislature, where they must be referred to standing committees within 10 days and voted on within 30 days

Committees must unanimously approve rules; any rule not receiving unanimous approval is suspended and requires a majority floor vote in that chamber to proceed

Rules withdrawn twice due to agency inaction (failing to adopt, amend, or withdraw within 6 months) cannot be reproposed without majority approval from both legislative chambers

Rules receiving at least 52% negative public comments that take effect in the two years before a legislative session automatically expire on September 1 following that session unless approved by both chambers

Repeals existing Section 2001.032 of the Government Code and takes effect January 1, 2026, contingent on voter approval of a related constitutional amendment authorizing legislative review of agency rules
