Expands existing wind power facility decommissioning requirements to also cover solar power facilities, electric energy storage facilities, and other renewable power facilities that provide wholesale energy or ancillary services to power grids

Requires lease agreements for covered facilities to include provisions making grantees responsible for removing all equipment (turbines, solar panels, transformers, substations, buried cables) to at least three feet below surface grade and restoring land with matching topsoil

Mandates grantees provide financial assurance (bond or other acceptable form) to the Texas Commission on Environmental Quality (TCEQ) within 30 days of agreement start date, with amount equal to estimated removal costs minus salvage value, as determined by licensed engineers every five years

Establishes TCEQ processes for releasing financial assurance to grantees upon completion of removal obligations, or forfeiting assurance to landowners if grantees fail to complete required removal and restoration work

Prohibits TCEQ and Public Utility Commission from issuing or renewing permits to grantees whose financial assurance was forfeited, and applies only to agreements entered into after the effective date
