Expands the rural sheriff's office salary assistance grant program to include emergency dispatchers, defined as persons providing communication support services by responding to emergency assistance requests

Establishes a minimum annual salary of $40,000 for qualified emergency dispatchers under the sheriff's office grant program, alongside existing minimums of $75,000 for sheriffs, $45,000 for deputies, and $40,000 for jailers

Adds emergency dispatchers to the rural constable's office salary assistance grant program with a minimum annual salary of $40,000, in addition to the $45,000 minimum for qualified constables

Requires counties to contribute at least 75% of the money needed to meet minimum salary requirements for both qualified constables and qualified emergency dispatchers under the constable's office program

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025, applying to grants awarded during county fiscal years beginning on or after the effective date
