Prohibits food service establishments, suppliers, wholesalers, and distributors from labeling or representing fish products as "catfish" unless they contain only true catfish and no similar substitute fish

Requires suppliers, wholesalers, and distributors selling catfish-similar fish to conspicuously identify the species and country of origin on product packaging or containers

Authorizes the Texas Department of State Health Services, public health districts, and counties to impose administrative penalties against licensed establishments for violations, with each day constituting a separate violation

Provides a good faith affirmative defense for food service establishments that believed they were purchasing and selling genuine catfish, and specifies that violators may face either administrative or civil penalties but not both for the same conduct
