Increases the dyslexia allotment multiplier from 0.1 to 0.5 of the basic allotment and doubles the extended year services funding cap from $10 million to $20 million annually

Establishes a four-year transition period (2026-2030) with hold-harmless provisions guaranteeing districts receive at least the same special education funding they received in 2025-2026, with the commissioner authorized to adjust formulas during transition to ensure federal compliance
