Amends Section 547.323 of the Transportation Code to add compliance standards for high-mounted stoplamps (third brake lights) on motor vehicles

Allows high-mounted stoplamps to vary in intensity up to four times during braking, as long as the lamp never fully deactivates, for a period not exceeding two seconds

Establishes that stoplamps meeting these specifications comply with federal standards under 49 C.F.R. Section 571.108
