Expands Texas employment discrimination law to add sexual orientation, gender identity, and military veteran status as protected classes, applying to employers, employment agencies, labor organizations, and training programs

Amends the Texas Fair Housing Act to prohibit housing discrimination based on sexual orientation, gender identity, and military veteran status in sales, rentals, advertising, lending, and brokerage services

Establishes an administrative enforcement process through the Texas Workforce Commission, requiring complaints to be filed within 180 days, with options for alternative dispute resolution, investigation, and conciliation before judicial action

Authorizes civil penalties, compensatory and punitive damages, attorney's fees, and injunctive relief for violations, with the Attorney General empowered to bring civil actions for pattern or practice discrimination cases
