Removes the requirement that the Gulf Coast Authority board of directors meet at least once per month, replacing it with meetings held "regularly as necessary"

Authorizes board directors to hold open or closed meetings via telephone conference call, videoconference, or other telecommunication methods for establishing quorum, voting, or any other meeting purpose, notwithstanding the Texas Open Meetings Act

Requires the presiding director to be physically present at the public meeting location during open portions of remote meetings, and mandates video and audio feeds of participating directors be visible and audible to the public

Directors participating remotely are considered absent from any portion of the meeting during which their audio or video connection is lost or disconnected

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
