Requires development of a statewide strategic plan for advanced air mobility that includes short-term, medium-term, and long-term goals, addresses infrastructure needs, regulatory best practices, and updates to the Texas Airport System Plan to include vertiports and electric aircraft charging

Directs the department to work with the Public Utility Commission and ERCOT to estimate required electric generation and transmission capacity for implementing advanced air mobility across the state

Creates a matching funds program to help Texas public universities obtain federal grants for advanced air mobility research and development, with rules requiring additional matching contributions from industry

Preempts local governments from regulating advanced air mobility aircraft ownership or aerial operations, except for political subdivisions operating airports, which may regulate aircraft operations within airport boundaries
