Establishes a matching grant program administered by the Health and Human Services Commission to enhance technological capabilities at health care facilities providing mental health services

Eligible facilities include hospitals licensed in rural counties and psychiatric hospitals licensed under Chapter 577 of the Health and Safety Code

Grant recipients must provide matching funds from non-state sources equal to 25% of the grant amount, which may come from gifts, grants, or donations

Funds may be used to purchase certified electronic health record platforms, expand health information interoperability, improve patient access to digital records, enhance data privacy and security infrastructure, and improve mobile device connectivity for mental health services

Requires the commission to submit a biennial report to the legislature by December 1 of each even-numbered year on program results; takes effect September 1, 2025
