Adds "residential" to the list of alternative uses (alongside commercial and agricultural) that the General Land Office's Asset Management Division must analyze when reviewing state-owned real property

Requires the General Land Office to solicit a basic assessment from the Texas Department of Housing and Community Affairs (TDHCA) on whether state-owned property is suitable for affordable housing development or lease

TDHCA must submit its affordable housing assessment within 60 days of receiving the solicitation from the General Land Office

Removes the previous requirement that TDHCA only evaluate properties after a real estate transaction was recommended to the governor, shifting the assessment earlier in the review process

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise September 1, 2025
