Creates the Income-Based Assistance Fund as an account in the general revenue fund to assist low-income retail electric customers in areas where customer choice is available

Establishes a retail electric service discount program requiring electric cooperatives, municipally owned utilities with customer choice, and retail electric providers to provide fixed-amount discounts to eligible low-income customers, with reimbursement from the fund

Provides one-time bill payment assistance to critical care residential customers (such as those dependent on medical equipment) who have received disconnection notices for nonpayment

Requires the Health and Human Services Commission to assist in implementing an automatic identification process to identify eligible low-income customers, with automatic enrollment available as an option

Prohibits retail electric providers from charging customers a fee for receiving the discount, and establishes funding priorities for the program including customer education, administrative expenses, and outreach costs
