Requires the commissioner of education to develop and provide training materials for school administrators on bilingual education programs and dual language immersion programs to improve student outcomes

Mandates the Texas Education Agency adopt rules for robust monitoring of bilingual education and special language programs, with focus on meeting student needs and closing learning gaps for emergent bilingual students

Requires the agency to directly engage with school districts to identify programs with deficiencies and provide technical assistance to improve outcomes for emergent bilingual students

Expands PEIMS reporting requirements for school districts to include any additional information required by the agency related to bilingual education and special language program monitoring

Takes effect September 1, 2025
