Repeals Texas's criminal abortion ban (Chapter 6-1/2, Title 71, Revised Statutes) and multiple abortion-related restrictions including insurance coverage limitations, certain reporting requirements, and provisions related to abortion-inducing drugs

Prohibits any abortion-regulating statute from being construed to impose criminal, civil, or administrative penalties on the pregnant individual receiving an abortion

Explicitly permits providing direct or indirect travel assistance to individuals seeking abortions outside Texas and bars civil lawsuits under the "heartbeat bill" against those helping with out-of-state abortion travel

Allows physicians to provide abortion-inducing drugs following FDA-approved protocols or 2013 ACOG clinical guidelines, removes the 49-day gestational limit and in-person examination requirement, and preempts conflicting local ordinances

Prohibits municipalities and counties from adopting ordinances that restrict travel through their jurisdiction based on the purpose of that travel, effective September 1, 2025
