Expands eligibility for a grant program for public improvement projects in unincorporated communities by adding a second category of qualifying counties

Modifies the first category of eligible counties to require population of "less than" 3,000 (changed from "not more than" 3,000), while maintaining requirements of adjacency to at least three counties with populations under 10,000 and location on an international border

Creates a new category of eligible counties: those located on an international border that partially contain a national park of less than 100,000 acres

Takes effect immediately upon receiving a two-thirds vote from both legislative chambers, otherwise takes effect September 1, 2025
