Expands the Secretary of State's authority to order administrative oversight of county election offices from only counties with populations over 4 million to all Texas counties following election audits under Section 127.351

Maintains the existing complaint-based oversight process for counties with populations over 4 million, allowing candidates, party chairs, presiding judges, and political committee heads to file administrative election complaints

Requires the Secretary of State to decide on implementing administrative oversight within 30 days of receiving a county response, completing an investigation report, or when a monitoring period under Section 127.351 expires

Authorizes the Secretary of State to either recommend administrative oversight or work with county officials to develop a remediation plan when audits reveal recurring election administration problems that impede voting rights

Allows the Secretary of State to terminate a county elections administrator in any county (not just those over 4 million population) if recurring election problems are not corrected after administrative oversight concludes

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise September 1, 2025
