Adds an 8% contribution rate option for municipal employee contributions to the Texas Municipal Retirement System (TMRS), expanding the current options of 5%, 6%, or 7% of employee compensation

Requires municipalities with participating departments to designate the member contribution rate by ordinance, with all departments within a municipality maintaining the same rate

Preserves a grandfather clause allowing municipalities that elected different contribution rates across departments before September 1, 1991, to maintain those varying rates until they choose to equalize them

Takes effect September 1, 2025
