Amends Section 48.111(a) of the Education Code to expand eligibility criteria for the fast growth allotment that school districts can receive under the public school finance system

Allows school districts to receive funding based on the greater of two calculations: either the existing six-year enrollment growth formula (enrollment increase minus 250 students) or a new alternative method

Creates a new alternative calculation based on average annual student enrollment growth over the preceding three school years for districts in the top quartile of enrollment growth statewide

Requires the commissioner to determine which districts fall within the top quartile of student enrollment growth for the three-year period

Takes effect September 1, 2025
