Requires the CEO of an independent organization certified for a power region (such as ERCOT) to appear before the House and Senate finance/appropriations committees in a public hearing before submitting the organization's proposed annual budget to the Public Utility Commission

The CEO must present the proposed annual budget, proposed performance measures, and an overview of the organization's investment strategies

The CEO must also present any proposed changes to fee amounts charged by the organization

Requires disclosure of ongoing or future strategic plans, objectives, and projects that may require protocol changes, including associated costs

Requires information on current and planned contracts with outside consultants or firms studying the regional electric network's operations and management

Takes effect immediately with two-thirds vote of both chambers, otherwise September 1, 2025
