Amends Section 212.012(c) of the Local Government Code to allow utility entities to serve or connect land with water, sewer, electricity, gas, or other utility services in certain circumstances

Adds a new exception permitting utility connections when land was removed from a municipality's extraterritorial jurisdiction under Subchapter D or E, Chapter 42, and the entity holds a certificate of convenience and necessity to serve that land

Maintains existing exceptions for land with approved development plats, land first served before September 1, 1987 by certain entities, and land first served before September 1, 1989 by other specified entities

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
