Establishes the Tarleton State University College of Osteopathic Medicine as a new college under the management and control of the Texas A&M University System Board of Regents

Authorizes the Board of Regents to prescribe courses leading to degrees and adopt policies for operating the college as a "first class" osteopathic medicine institution

Allows teaching hospital facilities to be provided by either public or private entities as deemed suitable by the Board

Adds the new college to the statutory definition of "medical and dental unit" and "medical school" in the Texas Education Code, placing it alongside other recognized medical institutions in the state

Makes the college eligible for appropriations from funds designated for medical research, health education, and treatment programs at health-related higher education institutions
