Sets the annual permit fee at $1,200, with revenue distributed as follows: 75% to the state highway fund, 15% divided equally among designated counties for road and bridge funds, and 10% to the Texas Department of Motor Vehicles fund

Requires permit applicants to designate specific counties where they intend to operate, with the permit only valid in those designated counties

Establishes specific axle weight limits and spacing requirements: two-axle groups cannot exceed 36,500 pounds and three-axle groups cannot exceed 42,500 pounds, with minimum distances between axles and axle groups

Adds steel being transported from place of production to first marketing as a category eligible for the existing 12% axle weight tolerance affirmative defense, alongside timber, agricultural products, and livestock
