Expands temporary alcoholic beverage sales at racing facilities with seating capacity over 40,000 to include distilled spirits in addition to wine and malt beverages, and extends authorization to events beyond motor vehicle racing events

Removes the previous restriction limiting alcohol content to beverages containing no more than 17 percent alcohol by volume

Eliminates the cap of four temporary sales events per calendar year and removes the restriction limiting alcohol sales to 50 percent of open concession stands

Maintains prohibition on selling factory-sealed containers, limits sales to two drinks per customer at one time, and requires alcohol sales to stop after 75% of the feature race is complete or one hour before the last spectator event ends

Takes effect September 1, 2025; passed the Senate 30-1 on April 16, 2025, and passed the House 110-37 on May 6, 2025
