Any qualified voter in Texas would become eligible to vote early by mail or by personal appearance, eliminating current restrictions that limit mail-in voting to specific categories such as age (65+), disability, absence from county, or confinement in jail

Repeals Sections 276.016 and 276.017 of the Election Code, which contain criminal offenses related to the solicitation and distribution of mail ballot applications

Requires state and local government officers and employees to distribute mail ballot application forms to eligible voters six months before the November uniform election date

Maintains special address requirements for certain voters, including those confined in jail, civilly committed as sexually violent predators, residing in long-term care facilities, or who will be absent from their county on election day

Applies to elections ordered on or after September 1, 2025, with an effective date of September 1, 2025
