Requires applicants to demonstrate security and weatherization measures, adequate financial assurance for future maintenance, and proof that cumulative wastewater discharge will not increase environmental degradation

Mandates that applicants show they were denied service by an existing permitted wastewater facility within three miles of the proposed package plant's service area

Disqualifies applicants who owe delinquent fees to TCEQ, have unresolved administrative orders, or have had repeated or unresolved violations within the past 10 years

Applies to permit applications filed on or after September 1, 2025
