Amends Section 261.109(c) of the Texas Family Code to expand circumstances under which failure to report child abuse or neglect is elevated from a Class A misdemeanor to a state jail felony

Maintains existing felony enhancement when the actor intended to conceal the abuse or neglect

Adds new felony enhancement when the unreported conduct involves specific sexual offenses against children, including continuous sexual abuse of a young child, indecency with a child, sexual assault, aggravated sexual assault, trafficking of persons, solicitation of prostitution, or compelling prostitution

Elevates penalty to state jail felony when unreported conduct involves compelling or encouraging a child to engage in sexual conduct, or allowing pornographic/obscene photographing or filming of a child, or allowing sexual performance by a child

Applies only to offenses committed on or after September 1, 2025
