Requires apprenticeable occupations to meet specific criteria: learned through structured on-the-job supervised training, clearly identified within an industry, involving manual/mechanical/technical skills requiring significant work experience, and requiring related supplemental instruction

Authorizes the commission to distribute partial reimbursement payments to eligible persons as program participants meet milestones for on-the-job training and employment

Applies only to grants awarded on or after September 1, 2025, with previously awarded grants governed by former law
