Removes short-barrel firearms from the list of prohibited weapons under Texas Penal Code Section 46.05, making them legal to possess, manufacture, transport, repair, or sell without state-level criminal penalties

Repeals the statutory definition of "short-barrel firearm" found in Section 46.01(10) of the Penal Code

Removes the affirmative defense provision that previously allowed dealing with short-barrel firearms as antiques or curios

Applies only to conduct occurring on or after September 1, 2025; offenses committed before that date remain subject to prior law

Passed the Texas Senate 21-10 on April 16, 2025, and the House 87-52 on May 28, 2025
