Expands authorized uses of confidential motor vehicle collision report information to include criminal investigations conducted by law enforcement agencies, in addition to the existing collision prevention purposes

Clarifies that law enforcement agencies may obtain collision reports through "a person acting on behalf" of the agency who is authorized by contract, replacing the previous term "an agent"

Adds new provision (Subsection e-1) allowing governmental entities to release vehicle identification numbers and specific collision information relating to that vehicle to law enforcement agencies that investigated the collision

Requires governmental entities (in addition to the department) to withhold or redact personal information when releasing collision data, including names, driver's license numbers, addresses, phone numbers, license plates, insurance details, and investigating officer badge numbers

Takes effect September 1, 2025; passed the Senate 30-0 on April 10, 2025 and the House 140-0 on May 23, 2025
