Expands mandatory mental health leave policies to cover criminal intelligence analysts and crime analysts, in addition to peace officers and telecommunicators who were already covered under existing law

Requires all state and local agencies that employ qualified employees to develop and adopt mental health leave policies for employees who experience traumatic events in the scope of their employment

Mental health leave policies must include clear guidelines for when leave is granted, provide leave without salary deduction, specify the number of available leave days, and detail anonymity protections for employees taking leave

Agencies may optionally include a list of available mental health services in their policies

Takes effect September 1, 2025, with agencies required to adopt compliant policies as soon as practicable after that date
