Amends the fee structure for the Lost Pines Groundwater Conservation District by replacing "regulatory pumping fees" with "production fees" under Water Code Section 36.205(c) and authorizing separate export fees under Section 36.122

Maintains the cap on agricultural water fees at no more than 20 percent of the municipal water rate

Sets maximum production fees at $1 per acre-foot for agricultural crop irrigation and 17 cents per thousand gallons for all other uses

Removes the previous provision that combined regulatory pumping fees for production and export could not exceed 17 cents per thousand gallons, effectively allowing production and export fees to be assessed separately

Ratifies and validates all mitigation payments and fees assessed before the Act's effective date; takes effect immediately with two-thirds vote or September 1, 2025
