Amends Section 15.7031(c) of the Water Code to distinguish between surface water rights and groundwater rights when dedicating water to the Texas Water Trust

Surface water rights dedicated to the trust must continue to be reviewed and approved by the commission, in consultation with the Texas Water Development Board and Parks and Wildlife Department

Creates a new requirement that groundwater rights placed in the Texas Water Trust must be reviewed and approved by the Texas Water Development Board

Requires groundwater conservation districts or authorities with well spacing or production regulation authority over the relevant aquifer to review and acknowledge any groundwater rights dedication

Takes effect September 1, 2025
