Expands the purposes for which the Texas Water Bank may accept and hold donated water rights to include "conservation needs" in addition to existing environmental needs such as instream flow, water quality, fish and wildlife habitat, and bay and estuary inflows

Amends the Texas Water Trust's statutory purpose to allow it to hold water rights dedicated to "conservation needs" alongside its existing authority for environmental needs

Makes technical grammatical changes, including changing "instream flows" to "instream flow" and "bay and estuary inflows" to "bay and estuary inflow needs"

Takes effect September 1, 2025
