Requires all prospective grand jurors to complete a training course administered by the Office of Court Administration before being impaneled, covering the purpose and rules of grand jury service, selection process, and procedures and deliberations; training may be offered online

Prohibits a grand jury from investigating or indicting a person for an offense if a previous grand jury already found no bill of indictment for the same offense, unless the state presents material evidence that was not known during the prior investigation

Expands recording requirements to include all statements made by the grand jury or prosecuting attorney and witness examinations and testimony (not just accused persons' testimony), while explicitly prohibiting recording of grand jury deliberations

Grants accused or suspected persons who receive notice of a grand jury investigation the right to discovery of offense reports, witness statements, and other material evidence in the state's possession, with mandatory disclosure of any exculpatory, impeachment, or mitigating information

Requires witnesses subpoenaed before a grand jury to receive a reasonable opportunity to retain and consult with counsel before appearing, and mandates an oral warning about perjury consequences and self-incrimination rights before questioning
